EU ETS

Element Energy is ideally placed to support private and public organisations understanding Phase III allocation methodologies and other Emission Trading Scheme related concepts. In particular we offer:

  • Comprehensive knowledge and experience of EU ETS, including the amendments introduced by Directive 2009/29/EC. Extensive experience in cap and trade analysis, NAP development, Phase III allocation methodologies, benchmarks development, carbon leakage, cross boundary heat flows, waste gases, and data collection.
  • Experienced consultants who were involved in numerous EU ETS policy studies for European Commission, UK Government and industry clients. This includes:
    • Development of guidelines and support via workshops and helpdesk on how to implement the Community wide and fully-harmonised Implementation Measures (CIMs) and develop National Implementation Measures (NIMs).
    • Development of benchmark allocation approaches (developing benchmark curves for Phase III of EU ETS for upstream oil and gas, and food industry sectors) and verification of a range of benchmark curves.
    • Impact assessment for the Commission of revisions to the EU ETS.
    • Analysis of National Allocation Plans in Phase II.
    • Analysis of the use of  JI/CDM credits in Phase II of the EU ETS.
    • Technical knowledge and understanding of industrial activities included in the amended ETS Directive, and their applied process technologies. We bring expertise in processes used in the energy and industrial sectors including those listed in Annex I of the amended Directive.
    • In addition, we offer a holistic understanding of other issues related to ETS such as Carbon Capture and Storage, and how to mitigate emissions in the aviation sector.

Our consultants have worked with the European Commission, NGOs, private organisations, lawyers, investors, industry associations, environment agencies and Member State government departments and ministries. We can communicate to a range of audiences and tailor our outputs according to the level of technical understanding of our clients.
